A reader writes to the North Carolina News Observer, asking:

I want to check out the background of my child’s public school teacher. What public records can I get on the teacher?

Answer:

In North Carolina, not much. Under state law, the official records of the performance of government employees are shrouded by what one local First Amendment lawyer has called a scandalous degree of secrecy.
