There is no records retention requirement for notes city council members pass to each other

And that’s a lucky thing for Councilwoman Alice Rodriguez of the Waco, Texas City Council because she tore up a note she passed to another city council member during a recent city council meeting, even though a watchful member of the local press had already asked for a copy of the note under Texas open records laws.

This fits in with the WikiFOIA theme of the week, which is are records that should be public really public if they’re (allegedly) about private matters?
