Although their recommendations are geared to the federal government, this is an important project for sunshine in the states both symbolically and because it provides an opportunity to generate consensus around government transparency. Most of the states passed their formal sunshine laws after Watergate in the ’70s had impressed upon people why and how citizens need to maintain ongoing scrutiny of their government.
